Struct Fahrenheit

Temperature in degrees Fahrenheit as used by APRS weather reports.

Per APRS 1.0.1 §12.4, weather t fields are 3 digits optionally with a leading minus, giving the range -99 to 999. This newtype enforces that range and rejects out-of-spec values.
